The State Agency on Intellectual Property (AGEPI) participated on October 2, 2025, in the 10th Anti-Scam Network Meeting, held at the headquarters of the European Union Intellectual Property Office (EUIPO) in Alicante, Spain. The event brought together representatives of intellectual property offices, law enforcement structures of the EU Member States, Europol, associations of users and authorized representatives, as well as representatives of IP offices of candidate countries and international partners.

The Anti-Scam Network was created to strengthen cooperation in combating fraud and misleading payment requests addressed to applicants and IP right holders. During the meeting, participants exchanged experiences on the tools used by fraudsters – including the use of artificial intelligence – and presented the measures implemented at national level to prevent and sanction the phenomenon. Europol reported on recent cross-border investigations and encouraged IP offices to cooperate more closely to initiate legal action against senders of false invoices.

National cases were highlighted, such as that of the Portuguese Industrial Property Office, which reported over 400 fraudulent requests in 2025 alone, as well as the experiences of Finland and Latvia. Recent initiatives were also presented, including a pilot project for the collection of misleading invoice samples by the User Association MARQUES and the launch of the anti-scam leaflet [1], accessible in 23 EU languages.

The Republic of Moldova became a member of the Anti-Scam Network in May 2025, being the only country outside the European Union to join this mechanism. Since the accession, only one case of misleading invoices has been reported in the Republic of Moldova. AGEPI’s objective is to prevent such fraud by strengthening mechanisms for informing and raising awareness among users.

During the meeting, Ms. Liliana Vieru, Head of the Communication, International Relations and European Integration Department of AGEPI, expressed her gratitude for the support provided by EUIPO in the process of joining the network and for the communication materials made available, aimed at increasing vigilance and preventing fraud.

By actively engaging in the initiatives of the Anti-Scam Network, AGEPI reaffirms its commitment to contribute to protecting intellectual property right holders and the general public against fraud and to promoting a climate of trust in the field of intellectual property.
