It was held the ordinary meeting of the National Commission on Intellectual Property

On 6 September this year was held the meeting of the National Commission on Intellectual Property (NCIP), chaired by the Deputy Prime Minister of Moldova, Minister of Economy Valeriu Lazar.

According to the agenda, there have been discussed the following issues:

  • On the organization of the 13th edition of the International Specialized Exhibition “INFOINVENT”;
  • On the system of collective management of economic copyright and related rights

The Commission took note of the information presented by AGEPI on the organization of the 13th edition of the International Specialized Exhibition “Infoinvent-2013” and for the purpose of its best organization, decided to recommend to all public authorities to engage actively in organizing and conducting the exhibition and related events, including the Innovation Conference.

It should be mentioned that in the period from 19 to 20 November 2013, in parallel with the Exhibition INFOINVENT, AGEPI together with ASM and AITT, and other key stakeholders, will organize an Innovation Conference, during which at the proposal of Deputy Prime Minister Valeriu Lazar to be presented the innovational Strategy of the Republic of Moldova, document prepared by the Ministry of Economy.

In the conference will be addressed various aspects of the role of innovations in economic growth, including issues related to the development of the market of innovative products and services in the Republic of Moldova, strengthening of strategic partnerships to implement innovations and achieve technology transfer, funding sources and mechanisms to support innovation and technology transfer activities, and best business practices and strategies in the field of exploitation of innovations in order to increase the competitiveness of the national economy.

The event is intended for organizations that operate in the research & innovation and technology transfer sect6or, including academic institutions, universities, residents of the scientific-technological parks and innovational incubators, specialists in the field of protection of intellectual property, and business environment.

Moreover, in the meeting was presented a report on the collective management system of the RM, highlighting the main problems in this area, related to lack of transparency, competition and fairness in relation to the authors/right holders and users. It has also been addressed the issue concerning the rates of royalties and the need to develop methodologies for calculating the amounts to be paid by each mode of exploitation of works. In this context, it was decided to establish a working group consisting of representatives of the Ministry of Economy, Ministry of Justice, State Agency on Intellectual Property, Chamber of Commerce and Industry and other relevant institutions which will analyze and propose solutions regarding the collective management system, including the tariffs and methodologies for calculating royalties.
